In TA, you don't pay for the unit until it actually begins to build. Then it begins subtracting resourses as it builds. If the unit is 50% complete, then you have paid only 50% for it so far. If you cancel a unit while in the process of building it, you lose 50% of the resourse already used in constructing it.

No, you don't begin paying for the unit until it actually starts to build, as explained above.

Well, only the current unit which is being built. If you cancel building of a unit in progress, you lose 50% of the resourse which has been spent in making it so far. For example if it costs 100 metal and it is 50% done. You lose 25 metal if you cancel it.
